In order to further promote and deepen the integration of industry and education and school-enterprise cooperation, giving full play to the important role of enterprises in the cultivation of technical skills talent and human resources development, and strengthening the leading and exemplary role of industry-education integrated enterprises, the company has formulated the following three-year development plan for industry-education integration in accordance with the work arrangements of the National Development and Reform Commission and the Ministry of Education on the “Implementation Measures for Building Industry-Education Integrated Enterprises (Trial)” (Fagai Shehui [2019] No. 590) and the “Implementation Opinions of the General Office of the Provincial Government on Deepening the Integration of Industry and Education” (S Zheng Ban Fa [2018] No. 48) and other policy documents.
1.Development goals
Taking the company's selection as one of the fifth batch of pilot enterprises for industry-education integration in Jiangsu Province as a new starting point, through three years of investment and hard work, focusing on the key direction of intelligent manufacturing, we will cultivate a large number of intelligent manufacturing talents that meet the company's development needs and are in line with industry development trends, create a comprehensive school-enterprise cooperation talent training system, an in-depth industry-university-research cooperation platform, and an industry-education integration working mechanism, and fully meet the relevant national and provincial standards for industry-education integration enterprises.
Within three years, it is expected to carry out 1,000 independent evaluations of vocational skills levels, establish three training courses such as industry colleges, on-site engineer colleges, modern apprenticeships, and new enterprise apprenticeship systems, establish one or two majors or major groups jointly by the school and enterprise, and provide more than 100 internship positions each year.
2.Main tasks and plans
In the next three years, Gaoli will closely follow the national, provincial and municipal policy guidance on the integration of industry and education, and focus on the following aspects to promote the in-depth development of the integration of industry and education:
a.Strengthening industry-university-research cooperation
At present, the state is vigorously promoting the transformation and upgrading of the manufacturing industry. As a typical representative of advanced manufacturing and a national-level specialized, refined, special and new small and medium-sized enterprise, Gaoli has ushered in major development opportunities. Gaoli will further strengthen industry-university-research cooperation with colleges and universities.
First, Gaoli will continue to deepen its cooperative relationship with Nanjing University of Science and Technology, Jinling Institute of Technology and other partner colleges and universities. It will implement the signed industry-university-research cooperation agreements, work with colleges and universities to carry out industry-university-research cooperation projects, and continue to deepen cooperation in the construction of industry-university-research bases and the construction of school-enterprise project consortia on the basis of existing cooperation.
Next, Gaoli will continue to expand its industry-university-research cooperation with colleges and universities based on its own development needs and national layout. At present, it has reached a cooperation intention with Nanjing University of Aeronautics and Astronautics, Nanjing University of Technology and Nanjing Institute of Technology on industry-university-research cooperation. At the same time, Gaoli will continue to strengthen industry-university-research cooperation with electromechanical vocational colleges through the platform of the National Mechanical Industry Modern Electromechanical Vocational Education Group.
Gao Li will also focus on promoting the implementation of school-enterprise cooperation projects. It will explore key and difficult issues in the construction of industry-university-research cooperation mechanisms, such as the transformation of scientific and technological achievements, the incubation and implementation of school-enterprise projects, and the clear ownership of school-enterprise cooperation projects. Under the guidance of national and Jiangsu provincial policies on the integration of industry and education, it will innovate industry-university-research cooperation mechanisms, deepen and solidify the entire process of research and development, incubation, and application of industry-university-research cooperation projects, and promote the practical application of industry-university-research cooperation.
b.In-depth development of school-enterprise collaborative education
GaoLi will continue to carry out school-enterprise collaborative education through professional co-construction of order classes, modern apprenticeship systems, and new enterprise apprenticeship systems. It will also establish modern industrial colleges, on-site engineer colleges, apply for school-enterprise collaborative education projects from the Ministry of Education, and carry out high-quality employment activities for intelligent manufacturing graduates. These measures will help to cultivate high-quality skilled talent and deliver talent to the industry.
In the next three years, Gaoli will actively work with colleges and universities to carry out employee vocational skills level recognition, apply for the Ministry of Education's school-enterprise cooperation and collaborative education project, and match colleges and universities that meet the company's needs through the Ministry of Education's industry-education collaborative education platform, thereby leveraging the respective advantages of both schools and enterprises to promote the implementation of school-enterprise cooperation in training high-quality skilled talents.
c.Building a training base for the integration of industry and education, and developing practical training products
In the next three years, Gaoli will upgrade the existing practical training base, and jointly build a practical training base for the integration of industry and education with colleges and universities, while developing practical training equipment and products.
Gaoli is planning a comprehensive practical training base for the integration of industry and education at its Jiangning headquarters, and plans to jointly build a practical training base for the integration of industry and education with colleges and universities at Nanjing University of Technology, Jinling Institute of Technology, and Nanjing Institute of Technology.
In response to the national policy of investing heavily in the renewal of vocational education equipment for vocational colleges, Gaoli will give full play to its own advantages in industry resources, research and development technology, and product systems. In collaboration with colleges and universities, it will focus on forward-looking technologies such as intelligent control technology, visual recognition, industrial robots, and the Internet of Things. It will develop professional internship and training equipment that is close to the industry, suitable for teaching, and meets training needs, for majors such as mechanical design, mechatronics, and electrical automation. It will also establish a training and teaching resource database, and gradually form the overall planning, construction, and service capabilities for the construction of a complete internship and training base.
